Yopu have TWO glaring problems with your numbers. 1) the speed of light is 186,000 miles per second, NOT 86,000. and 2) the speed of light in miles per hour is 669,600,000, which is short of a billion by 2/3rds. To the best of MY knowledge, the speed of light is a maximum speed in our universe, so you can’t GET to a billion no matter HOW hard you WANT to! And then the conundrum, relativistic mass. As you approach the speed of light, your relativistic mass increases, and in theory would approach infinity AT the speed of light, so you can’t even GET there. What would also happen is time dilation, in which your clock would apparently slow WAY down and if you could GET to the speed of light would STOP. So, the closer you get to the speed of light, the slower your time piece GOES so there is NO way to measure how long the trip will take! So if you disregard all THAT, you are in the realm of science fiction and we must have some warp drive of some kind and then it still becomes HOW to measure the TIME when miles per hour mean nothing.
But still, say you COULD get to 1,000,000,000 MPH. Dig out your calculator and multiply 460 years by 186,000 miles per second, times 60 seconds per minute, times 60 minutes per hour, times 24 hours per day, times 365.25 days per year and divide by 1 billion and you will have the number of hours to travel 460 light years at the rate of 1 billion miles per hour. This is nothing more than a simple math conversion that ignores the laws of nature in the universe.
